Rev. Dr. E. Faith Bell

Rev. Dr. E. Faith Bell was born in Buffalo, New York and relocated to North Carolina in her early teens, spent ten years in Germany, and currently resides in Dahlgren, Virginia. Reverend Bell was called to the ministry as a young child, and adhered to that call in 1974, in which she became a third generation preacher.  She is ordained by the American Baptist Convention, is an associate minister, advisor to Women’s Ministry and chair of Christian Education at Peace Baptist Church. Several of her past appointments include that of Minister of Music, and instructor for the Evans Smith Institute of Virginia Union University (Baptist General Convention). Reverend Bell has preached locally, nationally and internationally. She has been in ministry for the last 48 years.

After almost 37 years of government service, Dr. Bell retired from the Department of Treasury in 2017, as a Senior Executive, and the Deputy Director for Human Resource Management servicing over 120,000 personnel.  She matriculated through Regents College of New York with a Bachelor of Science degree, Troy State of Alabama with a Master of Science in Management degree, Virginia Union Samuel DeWitt Proctor School of Theology in Richmond, Virginia with a Master of Divinity degree (with honors), and George Washington University with a Master’s Certificate in Project Management. In 2016, she completed her Doctorate of Ministry degree; Theological Exegesis at Knox Theological Seminary. Her dissertation centered – The Ishmael Complex: Inheritance Never Lost. A project to assist those who feel neglected and abandoned to shift and recognize God’s blessing regardless of their hurt.  She served as an instructor for Management Information Systems and General Management for the University of Maryland, University College and Rappahannock Community College. Now teaches a broad range of courses, seminars and does motivational speaking, as well as mentors prospective executives and leaders for the IRS development programs. She continued her pursuit for excellence after retirement, studied and in 2018 attained certification as a group and personal physical fitness trainer through the National Academy of Sports Medicine.

Reverend Bell retired with a stellar vocational career, with awards, accolades and affiliations are too numerous to list. As a few, she served on the highest governing board of the IRS, was in the top tier executive cadre, was selected in the top 10% of Management, partnered to document a reformative working model, and received two Treasury Legacy Awards for her continuous investment in the development and mentoring of employees, managers and executives.

With God first and family second, her life is grounded as the wife of Reverend Dr. Michael T. Bell and the loving mother of Michael, Israel and Raymond.
